Bad Headline writing

I caught a headline at the Times online about progress in the effort for a cease-fire proposal in the ME that everybody can live with Friday morning. I had to do a double-take. Much like this, it gave the wrong impression.

Ours read, "US-France agree on Cease-Fire." Which is nice of course but meaningless since the US and France are not at war.
