Idle question: how / why is Washington in a better position to determine the funding needs for Gulf Coast hurricane protection than states and localities?

Two urgent debates need to take place in this country:

1. What is the role of America in the world?

2. What is the role of the Federal government?

Your decision rule on candidates in upcoming elections should be no less than getting answers to these two questions. If your guys aren't addressing these matters, vocally demand answers. You get the democracy you deserve and we have the one we deserve.
